Convicted sex offender released after his arrest

— A Mount Hope area convicted sex offender has been released on bond after his arrest Tuesday morning for failing to register a change to his information.

West Virginia State Trooper Cpl. R.A. Daniel arrested John Mullins, 53, for one count of failing to register as a sex offender.

It’s alleged that Mullins replaced the vehicle that is listed on his sex offender registry with another and did not inform the proper authorities about his new car. Sex offenders are required to register any change, including vehicle ownership, within 10 business days of the change.

Mullins is a registered sex offender for life because of 1998 convictions for sodomy and rape of a 7-year-old girl in Montgomery, Ky.

Mullins was arraigned by Raleigh County Magistrate Tomi Peck Tuesday and released on $10,000 bond.
